Investigation of the Effects of Uzbekistan Withdrawal from the Collective Security Treaty (Tashkent Treaty) on the Political and Security Relations of Central Asia

Abstract

The transformation analysis of Uzbekistan's foreign policy indicates that whenever Uzbekistan has had a good relationship with the West and the Western organizations, it has diverged from security agencies in central Asia and particularly the Russian-based structures while whenever this country has had a bad relationship with the West, Tashkent has tried to converge with the Russian-based agencies. Yet, the important point is that, generally, Uzbekistan has always had a growing relationship with the USA and the West, except for the interruption in the relationship between Uzbekistan and the West in 2005. At the present, a new period of cooperation between the USA and Uzbekistan has begun such that it has resulted in the Uzbekistan withdrawal from the Collective Security Treaty. The present study seeks to answer the question “Does Uzbekistan withdrawal from the Collective Security Treaty (Tashkent Treaty) weaken this treaty and make other states in central Asia be inclined to join the West?” by a descriptive-analytic method. This issue will be dealt with since the foundation of Tashkent Treaty.
