Abstract

Digital communication is one of the industries that are expanding with a very high growth rate in the field of innovation. This industry was a widespread global revolution so that its business models have experienced a significant transformation based on technological changes of the new generations in the industry. The technology of new generations has created an important technology with the name of data network platform which refers to a technological innovation system in this paper. By creating the grounds for creative destruction, the existing technological innovation system forced the business environment of organizations to face two alternatives, adaption and achieve success or complete system collapse, unlike many papers that use structural and functional approaches individually to examine the technological innovation system. This paper introduces structural studies as a precondition for functional studies based on a specific process, in order to provide more suitable fields for functional studies. A questionnaire has been developed for evaluating eight functional factors using a literature review and existing issues in the industry. Functions were prioritized in the intended phase through applying technology development phases as an effective factor in the dependence and prioritization of functional factors that have so far been neglected; and blocking factors propulsion forces and then the policy requirements are analyzed. Based on obtained results, studying the mentioned process is considered as a suitable framework for functional studies and finally, we offer more functional studies in this industry by providing appropriate policies
